From a permit spot on a Daniel McIntyre side street to the William Avenue parkade at the Health Sciences Centre, I open locked cars and cut and program spare or replacement keys and fobs beside the car, and the price is fixed before any cutting starts.
The West End is the mostly residential stretch west of downtown, from Notre Dame Avenue down to the Assiniboine River and from St. James Street east toward the core. Portage Avenue runs through the middle, eight lanes wide once it leaves downtown, with Ellice, Sargent and Notre Dame running parallel to the north, while Sherbrook northbound and Maryland southbound carry traffic one way each between the Maryland Bridge and Notre Dame.
Inside it are Spence, north of Portage by the University of Winnipeg; St. Matthews and Minto between Portage and Ellice; Daniel McIntyre and Sargent Park between Ellice and Notre Dame; and, in the wider West End, Colony, Wolseley, West Broadway and Armstrong's Point. Most of the houses went up from the late 1800s through the 1920s.
Most of the places people drive to sit on the main avenues. The University of Winnipeg's Wesley Hall is at 515 Portage, the West End Cultural Centre fills the former St. Matthew's Church at 586 Ellice, and the Cindy Klassen Recreation Complex at 999 Sargent, with its pool, weight room, fitness studio and own parking, shares the Sargent Park grounds east of Wall Street with a library and sports fields. Daniel McIntyre Collegiate is on Alverstone Street, Tec Voc High School on Wall Street, and the Valour Road memorial stands at Valour Road and Sargent.
The Health Sciences Centre sits just over the northern edge, across Notre Dame between Sherbrook and Tecumseh, and its main visitor parkade on William Avenue connects to the hospital by skywalk. Around it the City runs residential permit zones — West End, Daniel McIntyre and HSC among them — so plenty of side streets are signed for permit holders, and near the hospital paid street parking charges on Saturdays too, without the two free hours given elsewhere.
The West End is also known for its murals — more than 50 of them outdoors, with West End BIZ tours starting outside the Cultural Centre on weekdays from May to August. In winter the big avenues, Portage, Sargent, Ellice, Notre Dame, Sherbrook, Maryland, Arlington and Wall among them, are signed winter routes: once the City's ban is on, there is no parking from 2 a.m. to 7 a.m., even on nights it is not snowing, and a car left there can be ticketed $100 and towed.

- Yes, from St. James Street east to the edge of downtown and from Notre Dame south past Portage: Spence, St. Matthews, Minto, Daniel McIntyre, Sargent Park and Colony. I come to the car wherever it is — a permit street, a curb on Sargent or Ellice or the lot at the Cindy Klassen complex — and because the West End is inside Winnipeg there is no trip fee.
- Can you help near the Health Sciences Centre?
- Yes. The hospital campus sits just north of the West End across Notre Dame, and I come to the car wherever it is: the William Avenue visitor parkade, the underground parkade on Sherbrook, the Emily or Tecumseh Street parkades, or a paid spot on the surrounding streets. Tell me the parkade and level; near HSC the Saturday free hours do not apply, so keep your parking paid while the work is done.
- Is a permit-only street a problem?
- Not for the work itself — I open the car or cut the key where it stands. The City runs West End, Daniel McIntyre and HSC permit zones here, and each household can buy up to three permits; send the street and the nearest cross street and I will find the car.
- When can you reach the West End?
- Daily from 8 AM to 9 PM, including holidays. Portage Avenue and the Sherbrook and Maryland one-way pair set the pace at that time of day, so ring or text +1 (204) 406-1801 with the street and cross street and I will give you an honest time, not a promise I cannot keep. Once you have the price, you choose the hour and I am there then.
- How much does a car locksmith cost in the West End?
- West End jobs start at $150 when you are locked out and $160 for a spare, chip key or fob, rising to $170 for a smart / push-to-start key and $200 when all keys are lost; taxes are included.
