East St. Paul is the rural municipality on the north-east edge of Winnipeg, east of the Red River, which separates it from West St. Paul. Henderson Highway (PR 204) crosses the Perimeter at the city line and follows the river north past Hyland Park toward Lockport. Highway 59, Lagimodière Boulevard inside the city, meets the Perimeter at an interchange and carries on toward Grand Beach. Birds Hill Road (PR 202) runs north-east along the Floodway's west side.
The RM takes in several communities — Birds Hill, North Hill, Glengarry, River East Estates, Whidbey Harbour, Pritchard Farm Estates, Silverfox Estates — with the municipal office on Birds Hill Road, and the Red River Floodway, which carries part of the river around the city, runs right through it.
A handful of addresses carry most of the local life. The Arena and Recreation Complex at 266 Hoddinott Road has the arena, indoor and outdoor hockey, curling, the skate park, a 55+ activity centre, the dog park and a farmers' market; baseball and soccer are at the complex at 3412 Raleigh Street and at Benham Soccer Fields on Sperring Avenue, whose parking is on Gateway Road.
Along the river, Dr. F.W.L. Hamilton School is at 3225 Henderson Highway and Hyland Park at 2950, established early in the 20th century by the Winnipeg businessman J. L. Hyland as a destination for tourists. Robert Andrews Middle School is on Manlius Street, and senior high students take the school bus into Winnipeg.
In winter the ice at Hoddinott Road carries hockey and curling and the RM publishes its own snowmobile-trail map; in summer the ball and soccer fields take over, and the Trans Canada Trail and the Duff Roblin Parkway Trail both cross the municipality.
East St. Paul is its own municipality, outside the City of Winnipeg. That means a travel fee of $2 per km from the Winnipeg city limit to where the car is in East St. Paul, part of the all-in number I give you before I set off — the figure you agree to is the figure on the bill.
